As of t,his moment, the Renewal Authority has held these properties for over a year, but, nei.ther of these two projects of 50 scattered sites are presently funded. At one point in time, annual contributions were available for these scattered, sit.es, but the contributions were transferred to l the housing projects outside of the I John F. Kennedy Renewa] Area. In addition to the 100 single family scattered sites , -15 more scattered single family lots ut" or[r.d by the Urban Renewal Authority and may be made available for public housj-ng. These parcels are ready for the next essent.ial steps j-n the d.evelopment processes to be taken. These steps include such essentials as: 1. Obtaining annual contribution contracts to make possible the development. ) Designat,ion of the conventional or turnkey mgthod's of ,r/ development. 3. Develop construction PIan if the conventional method is used or invite proposals f the turnkey method. is used. / .l Review of construction plans by both the Urban Renewal Authority and Housing Authority. In the south end of the John F. Kennedy Project, roughly between Northeast Fourth Street and Northeast Seventh Street, the Urban Renerval Authority has acquired 555 parcels out of 586 scheduled for acquisi- tion. Prior to the amendment of the John F. Kennedy P1an, these areas would have made available from 400 to 450 sites for development even on a single family density basis. Based on the amended John F. Kennedy Urban Renewal Plan and the amended Cooperation Agreement with the Housing Authority, 184 single family construction sites will be provided. in this area, in clusters ranging from 8 to 28 dwelIi-ngs. Again, with respect to these areas, idle lands have been held for many months. The next essential steps in the devqlopment process need to be taken at the earliest possible d.at,e, i.e. the obtaininE of annual contributions contracts, designate method of development, developing construction plans or inviting proposals, approvj.Jng construction plans r €tc. Even if these actj-ons are given top prj-ority by the Housing Authority , LL is 1ikeIy that some six to nine months will elapse before actual con- struction will begin. Another idle square block of I{nd is being held by the Urban Re- newal Authority immediately south of }4ccuire P1azar &rr elderly housing development. This south block was driginally scheduled to be part of the grounds for McGuire P1aza. To date, the acquisition of this block by the Housing Authority has not been funded.. In summary, the decisions necessary to implementing the develop- ment of public housing in the John X'. Kennedy Urban Renewal Project, cannot be mad.e soon enough.
