Kennedy Urban Renewal Proiect was initially funded under the Categorical Urban Renewal Program of the United States Department of Housing and Urban Development (HUD). I.lith the passage of the Housing and Community Development Act of 1974, this original Urban Renewal funding was discontinued with the stipulation that funding for comp'letion of Renewal Proiects approved prior to the passage of the Act was to come from Commun'ity Development Block Grant funds. During the first three years of Community Deve'lopment Block Grant funding, 77% of the available Block Grant funds have been conrnitted to completion of prior approved Urban Renewal projects. The new Housing and Cornmunity Development Act of 1977 provides a special discretionary fund for categorical program settlement. The costs associated with completion of the Kennedy Renewal Project are eligible to compete for this discretionary funding. Grant Amount: The current estimated cost for substantial completion of the John F. Kennedy Renewal Project is $7,694,667. Our mutual commitment to the residents of this predominanily minority area must be honored. Failure to achibve substant-ial completion would be harmful to our community and adverse to the future health and vitality of our Centril City area. we are making a strenuous effort to honor our obligation to complete the renewal programs which we have undertaken. Out of the first four years of conmunity Development Fund allocations (including the fourth year ipplication now pending), we have committed 78.057" of these funds to renewal project completion. This amounts to $24,949,633 out of a total of $31,967,000 allocated to Oklahoma City. The future of the John F. Kennedy project area is vitally related to our job generating activities in both the Central Business District and in the Central City Industrial District Project, which lies adjacent to the Kennedy Project Area. To t[re extent that limited funds can be freed, we are gradually [ndertaking the development of light industrial and service oriented commerciar businesses in proximity to the John F. Kennedy project area in order to expand the base of job opportunities available to present and future residents of this hrea, and especially- low hnd moderate income members of our minority population.
