The Resolution details those projects and units in the negotiation process subject to turnkey construction and those units not in the negotiation process and there- fore subject to cornpetitive bidding. The total nurnber of Council approved public housing units would then be distributed as follows: Units in developrnent or rnanagenrnent 3, B4O Proposals for John F.
