Friday morning, January 16, at 5:00 AM the Street Maintenance Division irylenented the Snoy and fce Control Plan designed to keep open najor arterial streeta, bridges, overpasaear and the central bueiness district through the application of urea, sa1t, sand and nixed naterials to road surfaceg. Highest priority for application of salt and abraeive neterials was thoee arterial 6treets adjacent to erreryday nedical facilities and other etrnrgency genrices. Early Sunday morning, it was deternined that the nagnitude and intensity of the atonn waa such that normal Snow and Ice Control nethode uould not be sufficient to neet the City needs. For the firgt tioe, eleven snm plows purchased by the City in 1979 sere attached to tandem trucks for use in snow control. Convereion efforts began early Sunday morning rith ten (10) plows becoming operational by Sunday afternoon. ft is significant that gtaff acconplished this task using linited reaourcea and in eoe ingtancea by striping parte fron equipment considered to be beyond repair. This atorm nhich continued through Sunday produced the second highest snowfall anount, 9', in the history of the City. lle are continuing our efforts to keep the arterial streets open through plowing, grading and the spreading of cheoicals and abrasives. Since the start of Snos and Ice Control procedures on Friday, 243 enployees of the Street Maintenance Division have rorked in control efforts. tle are maintaining, two 12-hour shifts around the clock. The effecte of this 6torn bave yet to be deteruined, however, re have tracked direct cost and productivity for each eoployee ahift through 9:00 Al'l this uorning. It is ny intent to insure that our public funde are expended in a uanner to provide the begt poeeible 1eve1 of sewiceE in the nost efficient tranner during snor and ice. After rerriewing cost and productivity reporta, f an corrvinced that the citizens have been well eerved and erpenses have been within reason, given the extreroely severe oagnitude and intensity of the storn. I,408.25 tons of slat was used to treat 3,52O mlles of arterlal streets. 187.50 tons of ml-xed materlals (Hot Sand and Salt) were used to treat 781.25 miles of arterial. 1,016.25 tons of mlxed material (Hot Sand and Aggregate) were used to treat 2,540 mlles of arterial streets. 7,051.01 mlles of streets, and brldges have been treated with chemical and abraslves at an average cost of $43. l0 per mlle. t,204 mlles of Plowlng and Grading to arterlal streets have been done. 12 hour shifts w111 contlnue as necessary.
