This allows public users to find records which may be designated only for private members, but restricts what they are able to see. In this scenario, the user would be prompted to fill out a form, to either register for membership, or that form may route a request to someone (workflow) which would need to first be approved by those in charge, in order to grant them access. Teaser or Abstract is to let others know that records do exist while restricting how much of it they can see. This option can be turned off from your project eliminating all record to be viewed (including teaser) by all non authorized users.

The Bureau also provides a rnethod r,vhereby persons cited by traffic tickets trlay pay said tickets by rnail or in person, if they choose not to contest the citations in court. As the ordinance now stands it refers to thetrJudge of the Traffic Divisionr'. .As you are awal'e, the Council has by ordinance r:eorganized the court systerrr, abolishing the position of Traffic iudge, and creatlng the positions of Municipal Judge and. Associate Judges. Since the City no longer has one person designated as Judge of the Traffic Division and to clarify this ordinance to properlyr rsllect the structure of the court systern, we suggest that the language contained in the ordinance referring to the Traffic Division Judge be replaced with the designation of Presiding \4unicipal Judge. This suggested change would insure continuity in policy and procedure in the Tra.ffic Violations Bureau.
