D. 4-Ls -69 '4*o**"d-/l 0.r,<\ AF ii -, COUNCIL MEMO NO. 564-59 April 10, L969 TO: Mayor,and City Council I'ROM: City Manager SUBJEC T: Reorganization - Traffic Signa1 lvfaintenance Division Traffic Control Departrnent In order to effectively carry out the functions of the Traffic Control Departrnent, the department in conjunction with the Personnel Departrnent, has been reviewing the organizational structure and job classifications llecessary to effect the proper traffic signal rnaintenance assignrnent. Attached are two organization charts, one dated January 14, L96g showing the present organizational structure and classifications, and. one chart dated February 21, 1969 showing the proposed structure and classifications. In order to help elirninate the present problern of continuous signal rnaintenance, three positions have been transferred. frorn the Sign and Paint Division to the Signal Maintenance Division as Electronic Technicians. The proposed organization chart (2-2I-69) shows a decrease in total personnel of three positions. The intent of the proposed reorganization is not only to properly portray the actual functioning organization, but to provide enough personnel in the Signa1 fulaintenance Division to carry out a 24 hour needed maintenance prograrn. Net effect of the reorganization of the Traffic Control Departrnent would be; 1 new classification (Traffic Signal Maintenance Supervisor), B Electrolic. Technician I's instead of 5, and a total of 5l positions instead. of. s4. It is, therefore, the adrninistrationts recornrnendation that the proposed organization structure and reclassifications of necessary personnel be approved. Respectfully rnitted, Ro rt H. Oldland City Manager RESOLUTION WHEREAS, the Director of Traffic Control Departrnent has requested a re-evaluation of certain positions within his departrnent concerning the classification of three Electronic Technician I positions and the need for the position of Traffic Signal Maintenance Supervisor, and WHEREAS, the Adrninistrative Staff has reviewed the requests along with the Personnel Director and the Finance Director and concur in these recorrrrrendations, and WHEREAS, the City Council has the sole authority and responsibility to approve such actions concerning the expenditure of funds not approved in the presently adopted budget, and, WHEREAS, the funds for this action are available within the present lirnitations of the adopted budget, and, WHEREAS, this action is deerned to be in the best interest of the City in that it would provide better and rnore effective service to the public; NOW, THEREFORE, BE IT RESOLVED that the personnel actions and appropriation requested in the attached cornrnunication is approved and the City Manager is directed to process the budgetary appropriations in accordance with State Laws concerning Excise Board consideration.
