Approval to purchase property and execute frConLract for Sale of Land for Redevelop- mentf r from the URA. The John F. Kennedy Urban Renewal Plan located a new park area at N. E. 20th and Kate Avenue. It consists of 483 1244.8 sq. ft. This park will serve this Conmunity and also replace the Will Clark park, N. E. L?th and Stonewall, which was sold to the Medical Center. On September 9, L97L, the Mayor and City Council approved a Resolu- tion requesting a 50% matching fund grant from the Bureau of Outdoor Recreation for the purchase of this property. On November L2, L97L, the B.O.R. approved this applicaqion. (B.O.R. Project No. 40-00150) Two appraisals were obtained by the City on this property. Normally, the higher of the two is defined as thetffair market value" ortrJust compensationrr. However, neither the City nor the property owners are necessarily required to adhere to the itjust compensationrr figure. The City is required to reveal the fl-gure to the property owner, and the property owner to acknowledge receipt of this information. Following this procedure any negotiated price representing a ttreasonable esEi- materrof the value of the property will be approved by B.O.R. as a basis for reimbursement. The Urbpn Renewal Authority has been notified as to the amount of these appraisals and has acknowledged receipt of this information.
