I3z-74 January 15, 1974 TO: Mayor and City Council FROM: City Manager SUBJECT: Joint Rrblic Hearing on Proposed 200 Unit Elderly public Housing Project at SW 21st and Harvey (Okla. 2-18) Ward 4 This joint public hearing with the Okldhoma City Housing Authority is a rehearing on a site which has ly been approved by the City under an old site review procedure. The procedure was discontinued in January, L971, and did not include the oint public hearing of the City Council and Housing Authority which required by state law. The proposed 200 unit elderly project at SW 21st and Harvey was approved by a site review committee composed of representatives from the City Council, Planning Commission and Housing Authority on Ocrob er L7 , L969. The property was rezond, from "I" Liight Industrial to "D" Multiple Family and approved as a public housing site bn December 30, L969 by the City Council. The attached staff report presents project information and an evaluation of its suitability as a public housing site. With proper geographic location and access to normal community and commercial facilities, this site provides a good location for an elderly public housing project. The location of the project proposes design constraiints to provision of proper drainage, flood protection, sound attenuation, afld compatibility with adjacent land uses. These design considerations must be resolved by close coordination of detailed site planning between the developer and city departments. It is the recommendation of this officer that the City Council reaffirm its approval on the proposed elderly publib housing site at SW 21st and Harvey. R0spectfu I a H. D. McMahan City Manager HM/NS/je Attachment I I STAFF EVALUATION PUBLIC HOUSING SITE PROPOSAL PROJECT OKLA. 2-L8 SW 21st and Harvey Avenue A. PROJECT DESCRIPTION 1. DevelopmentProposal This project consists of a two hundred (200) unir elderly high- rise structure with manager's apartment, desigled as twin five (5) story structures with one (1) story community services building between the twin structures. The 5.8 acre site pro- vides a density of 34.6 units per acre. Parking and landscaping are included in the proposed design. This is iturnkey project- to be developed by the Atlas Organization at a contract price of $3,247,900.00. Land value has been established at 952,000.00. 2. Relationship to Orderly Growth and Development a. hning Status The property was tezoned from "I" Light Industrial to "D" Multiple Family on December 30, L969, to allow develop- ment of the public housing project. b. Existing Zantng and Land Use Patterns of Adjacent Property The block to the south, zoned "D" Multiple Family, is developed with residencep and a church. "I" Light Industrial zoning exists to the east iand west. A brick cleaning yard lies to the west, to the e0st is a mixture of a truck terminal, auto storage and residences. Wiley Post Park is across a railroad track to the north. c. Plan Compatibiliry The proposed project is located in Area "F" of the Concen- trated Code Enforcement proposal in tne 7966 Community Development Program. 3. Physical Site Considerations a. Utiliry Availability Water, sanitary, and storm sewers are accessible to the site. Natural gas and electric{ry are available from the public utility companies. b. Access The site is bounded on tqo sides by paved streets. These streets connect directly with wiley Post park on the north, Robinson Avenue on the east, and the SW 25th Street com- mercial area to the south. The developer will pave the north half of sw 22nd ftqeet where rhe site aburs rhe public right-of-way. c. Env ironmental Suitability The proposed site is on lhe southern edge of the 100 year Canadian River flood-pl{in as defined by the Army Corp of Engineers. The building pads are to be elevated above the flood plain level as 4equired by the drainage ordinance. Additional considerationl must be given to on site drainage in the engineering plansj The distance from the proposed building to the railway on the north is 165 feet. Apcording to Sanra Fe railway officials, there are usu4lly four trains which use the track per day, five days per week. Of these, one is a nighttime operation with a direct line of sight between the railway and the proposed building. Train horns are sounded near the site due to their prokimity to grade crossings. The proximity of the train pfovide a potential problem of sound attenuation which must fe resolved in the final site design. 4. Access to Services and Facif,.ities a. Availability of Schools Not applicable - this is ian elderly projecr. b. Access to Transportatien Facilities The project is located within two blocks of the Walker and Robinson bus routes. Project residents would have vehicular and pedestrian access from Hudson and Harvey Avenues south, SW 21st Street qast, and SW 23rd Street to the west. I Uo Access to Employment jCenters An Oklahoma Employment Center is located at SW 26th and South Walker. Job oppormnities exist in nearby commercial areas and in the downtown via hrs or car. As this is an elderly project, demand for employment would be limited. d. Availability of Communiqy Facilities Wiley Post Park, a 50 acre facility, abuts the project on the north Elcross the railroad tracks. The community building within the project will include a demonstration kitchen, arts and crafts facilities and meeting rooms. Churches of several denominations are near the project. €. Proximity to Sropping Facilities The commercial area along SW 25th is four blocks from the projecl A grocery store and laundry are six blocks from the site. Downtown is accessible via bus. f. Proximity to Medical Services The nearest hospitals are South Community, 3 miles, and St. Anthony's, 3 miles. Medical offices are located within the shopping area along SW 25th Street. B. PROJECT EVALUATION Need and General Location There is presently a waiting list of approximately 21 500 people for public housing. The proposed project would provide an additional supply of housing in an area presently unserved by public housing. From the standpoint of geographic location, access to essential community and commercial facilJities, this site provides a good location for an elderly public housing project. Design Limitations Location of the site within the flqodway presents design limitations to protect both residents and property. Building elevations and on- site drainage plans must be reviewed to assure conformance with drainage ordinance requirements. The abutting industrial zoning to the east and west and potential noise constraint of the railroad track 165 feet from the proposed hrilding provide additional constraints on placement and design of the structures. Site planning is of critical importance. Continued close coordina- tion between architect, developer, 'and city departments will be required.
