This is an example of Teaser or Abstract

This allows public users to find records which may be designated only for private members, but restricts what they are able to see. In this scenario, the user would be prompted to fill out a form, to either register for membership, or that form may route a request to someone (workflow) which would need to first be approved by those in charge, in order to grant them access. Teaser or Abstract is to let others know that records do exist while restricting how much of it they can see. This option can be turned off from your project eliminating all record to be viewed (including teaser) by all non authorized users.

I have heard Mr. Wtrorton t"tit about turn-key development (someone I coughed - last of statement not cteal. ) Mayor Latting - Based on our experienice here wlth the turn=key projects, 'plus the fact that HLID does not make a requirement which makes it necessary to use the turn-key process - HLID offf.cials at both the area and the regional l-eve1s ttave assured us of thls, that there is no requirement t that turn-key projects b&arried out. Is Mr. Whorton here at this point? Mr. Blshop - Let me ask you a questiop no$/..To redevelop this that you are thi.nking of,.I am sure lt would be far quicker and easier to deveLop it turn-key. Now, and probabLy if thetre was some understanding of everybody concerned and there wasntt so many who are so fast to question and doubt the humans invol-ved, thatrs all lt boils down to. Now, it boils dovm to not what lt is, it is who it is and who is making these judgments, beeause I know that Mrs. Lettlng wouldnrt deny the fact that if she was making the judgment, it wouLdnrt be crooked would it? It wouLd be an honestrupright evaluation. Mrs. Latting - I think its clear I wouldntt make a judgment and negotiate a contract, so that question wouldnrt hold up, Mr. Bishop. Mr. Bishop - If you Irere maklng it, you hrouldnrt make a crooked judgment? Mrs. Latting - I would not proceed with a turn-key project. That ought to be clear by now. Mr. Bishop - So I can see that a turn-key, if it is all misunderstood, because we have gone through this for years and wasted more time, millions of man hours if you could com{ute thei:n all, on the facr that I f:'om where it starts to where it ends ,Ip, the appraisal, HUD gets into the act, they evaluate the proposalr.in a sense they are a turn-key, I mean they are a competLtive bid, but they are not a genuine competitive bid l-n the form that we know lt as of here, that ls of sealed bids I openedl low bidder automaticalLy getti Ehe contract. Neither one -1- - - 8i3ltL Uouncll"lleet].ng I -2- of them have been successful. I personally think lt w111 probably take a lot longer, it w111 take more money to bulLd them, red tape, the 100% conventlonal wa1r, but under the rcLrctrmstances, I am going to be for lt.I. Mr. Mathews,I - I ntght mention that I asked, and I thlnk you have i clarlfledI lt some, but I have listened very carefully to the various comments about the appointments, and I - the Council has come together and we have mad'e some very crucial declsions with the feellng of t working together and with ai1 due respegt for one another. I have special reference to the fact that we came together and selected a City Manager (some small comment not clear).'I dorrtt know the full ansqrer to these appoLntments but I donlt think therers any question but that her Honor, the Mayor, wiLl survlve the test and will indicate now and ln the future her considerable concern for the humanity lnvolved in the situation. I do not understand why that in every meeting for the last two or three, Mr, Bishop calls for the question time and again, the question of the way our Mayor has moved. Time and again. I hope that vre can move away from that. Ttre elections of last time are over and I think good will #t## prove out. So I am ready to vote on the question Mayor Latting - We will have ro11 call on that please. Mr. Sturm - yes. Mr. MaEhews - yes. Mr. Bishop - yes. Mr. Smith - yes. Mr. Boyer - yes. Mr, Meyers - yes. Mayor Latting - yes. Mr. Mathews - Well, good for us. l'layor Latting - Yes, it was a unanLmous vote, gentlemen. You have been wanting to speak, will- you give your ,rl.r"Z Citlzen - Yes, I am Nelson Berry and I live at, 1035 NW 35th. It seems to l me that the vote that was JusE taken by Ehe Councll shows that if there are any smoke screens at alL today, lt ls the whole question of compeEl- tive b,lddlng. I feel that thls, lf thepe ls a smcke screen, lf there ! are lnterest groups which are belng thfeatened that thls ls in fact a smoke gcreen, .lli: ltlit:. l:- t.i!i lj,i.l r ..-+i ?,!3! 7!.' Ii''=.r:;tJ-:r'- rdng '- -+ -3- But it does seem to me that there i.s one very special lnterest group that il Ueing eompletely ignored by this whole controversy, and that whom ls the very people #ff Ottahoma City Public Housing Authority are 1 supposed to be'seruing, that is those people who are living in those I " housing projeets, and I donrt think that this Council, unless it is 1 deceivlng itself, is reaIly fooling anybody by thinking that it is truly representing the people that live in those houslng projects by putting a token black here or a token Bhi-cano here and the thing ' i-s lf you are going to have a truly repfesentive Board, it seems to me that, and you are going to truly reflect interest of the :n. very people that the Oklahoma City Public Housing Authority is trying to serve, Iou must have representatlon from those very tenants and lt seems to me that the Mayor should $how her courage and her magnimlnity to the people of Oklahoma City by ###*# admitting that she maEe a mistake and seek the prograeslve step of having tenant representation on this very Board and a11ow those people which choose their own representative. |,layor Latting - Mr. Maddenr w€ are runnlng a little late. of any wrongdoing Clyde Madden - Do you have any information (not cLear) of Dr. Biscoe on the Board? You sald something about competitive bidd Lng?. Mayor Latting - I.Iell, I know from his record and his performance on the Housing Authority. I have been Ehrough the Minutes and I know almosE without exception, the votes on the turn-key projects and other matters have been unanimous, so this would incLude Mr. Cherry aIso. ,. Develpper (no name) - I would like to abk as to this motion that has been made, exactly what projeets, what is ttre projects considered already approved, ln other words, you say comp Eitive biddingfrom not on. WeL1, now, where ls this one on that motion? Mayor Latting - I believe Mr. Sturm c claitfy that. Mr. Sturm - What I meant by lncluding ln here that are not now under negotiatLon, thare are some few projects that have been completed here tn Oklahoma City all the way, all the {ork done on them, all the plans made and drawn, aLl" the .speclflcatlons written and have been sent to ,.:i,,.. a " ' Si3/ 71 Counel-l Meeting -4- and have be.en sent to Ft. llorth to HUD. Now when they get to Ft. Worth to HtlD, three Lndependent HLID apPralqers go over these plans and speclflcations.and take off the cost pnd determine yhat this proJect should cost. These three appraisers, appraisals, are then averaged and the top offer is then pald to the bullder and a negotlation goes lnto effect at that tlme to determine whether or not HLID w111 furni,sh the amount of money they negotiate out on thLs. Some of these projects, and I donrt know that I can mentLon them all to you, but one of them is at NW 13 and Classen, a home for the elderly there is now ln the process of negotiation. lhe one at 47th and WEst.rr, i, now at Ft. Worth and ls Ln the process of negotiation. I dontt know of any others, but there could be, but once the plans, the flnal drawings of a Project, not working preliminary plans but the ##{t## drawings of a project have been completed and the project has been taken to Ft. Worth, I do not think lt wouLd be fair to the people who arq investlng their money to build those, would be to turn that around. But those that are not under negotiation are the ones that I mean, and that wouLd be a considerable numb er. Mayor Latting - Any further discussiort? Someone moved adjourn, seconded and palssed unanimously. vj-{, '-f
