On August 6, 1968 thp City Council,approved the resolution of the Planning Cornrnission, establishing site review procedure and creating a Joint Site Review Cornrnittee. The Joint Site Review Cornrnittee is cornposed of (3) three rnernbers of the City Council, (3) three rnernbers of the Planning Cornrnission and (3) three rnernbers of the Housing Authority. Since the adoption of the Site Review Procedure several housing locations have been reviewed. Only two proposed sites have been approved. In order to cornply with the requirernents of the procedure, as nrany as five (5) public hearings had to be held in the event a zor:ir:g change is indicated. A11 parties involved in this procedure have indicated it is not f unctioning as originally intended. On August L4, 1969 ttre Planning Departrnent subrnitted a revised site review procedure to the Planning Cornrnission. This revised plan has been requested by the Planning Cornrnission, The Housing Authority and the Joint Site Review Cornrnittee. After review of the revised procedure the Planning Cornrnission approved a rnotion to refer sarne to the City Council for its approval. OnAugust 15, 1969 t,lne Joint Site Review Cornrnittep rnet and approved the revisions. Under the existing procedure the fol|owing steps apply: (l) After the Housing Authority has selected a site it is sent to the Joint Pub1ic Housing Site Review Cornrnittee for action. (Zl If the Joint Site Review Cornrnittee approves the site, their recornrnendation is transrnitted to the Planning Cornrnission for a public hearing on site review. (3) If approvedby the Planning Cornrnission, the recornrnendation is subrnitted to City Council for approval of disapproval. This procedure applies in all instance s. Council Merno No. t47 6-69 Page Z 9 -z- 69 (41 Should the proposed site require rezor:ing, application for tezoning is rnade and a public hearing is held by the Planning Cornrnission regarding the zoning request. (5) The recornrnendation of the Planning Conernission is then subrnitted to the City Council for final zonir:g action. (6) Upon final action on zoning and site review by the City, the Housing Authority conducts a public hearing in accordance with federal requirernents. As specified in the resolution recornrnended for approval, the site review procedure would be arnended to provide the following: (1) Upon selection of a site the Housing Authority transrnits the proposal to the joint Public Housing Site Review Cornrnittee for action. (Zl If the Joint Site Review Cornrnittee approves the proposal and the site will require rezoning, the recornrnendation is transrnitted directly to the Planning Cornrnission for zor:ing consideration after application for rezon:ing has been rnade. The recornrnendation of the Planning Cornrnission is then transrnitted to the City Council for final zoning action. (3) Should the site not require rezoning, the recornrnendation of the Joint Site Review Cornrnittee is then sent directly to the City Council for their consideration. (4) Upon final action by the City, the Housing Authority shall conduct a public hearing in accordance with federal requirernents and irnrnediate irnplernentation. This revised procedure will greatly sirnplify the site selection procedure. It will also allow for sufficient public hearing on all proposed site locations and should elirninate unnecessary tirne lag between site selection and approval. It is the recornrnendation of the Adrninistration, the Planning Cornrnission and the Joint Site Review Cornrnittee that the resolution arnending the Public Housing Site Selection procedure be approved.
