The condition developed during recent weeks and was prirnarily the result of the prolonged hot, dry surnrner which caused an unusually high water consurnption. Many custorners have been billed recently for that period, bringing an unusually large nurnber of telephone and over-the-counter inquiries about utility bills. In addition, the present workload reflects an ever-increasing arnount of new water custorners, the change to cornbined water-sewer-refuse billing, and conversion to "mark-senseil rneter reading. These conditions need irnrnediate attention and increased ternporary clerical personnel is required to rectify the problerns and increase service to the rnunicipal utility custorners. Recornrnended are six new ternporary clerical positions: Four (4) C1erk II positions Two (2) CIerk I positions The new personnel are requested for a two rnonth period to catch up on backlog of work. The estirnated two rnonth total cost is $3,000 to $3,500. .Water The and Sewer Departrnent is presently conducting a cornprqhensive study of all clerical and billing operations in an effort to better utilize all personnel and increase service levels. The study is expected to be completed within two rnonths and at that tirne the further need and/or justification of the six new ernployees can be re-evaluated. The Departrnentsrgoal is to do now what is necessary to solve the problern and while evaluating the Departrnentsr total work picture and need for personnel. It is felt that the increased clerical help is needed now and that the current study will give us the necessary justification, if that is the case, for new personnel. The study will also point out any possibilities for shifting of present ernployees within the Departrnent to achieve better service 1evels.
