These reviews were prornpted by the growing cornplexity of the Fire Depaltrnent and the need for establishing proper levels of rank and responsibility of the adrninistrative and other special divisions. Attached is a copy of the new organizational structr:re. The necessary changes to properly classify the existing pel-sonnel would be to: (l) Equate salary structure. (a) Historically, the special divisions have been equaL in rank and pay grade. It is supported by the nlen, Fire Chief, and Personnel that the present inequity should be changed at this tirne so that the special divisions will have equal rank. (b) -b'ire cornrnunications officer, Fire Equiprnent officer (this classification is a change in title frorn Fird Equiprnent Supervisor), Fire Training Officer and Fire Marshall. (z) Reclassification of Clerk Stenographer in the Fire Chiefts office to Secretary (class code 138, salary range Z13, $440-525). (3) RecLassification of Stores C1erk to Clerk Stenographer I (c1ass code 135, salary range Z0), $360-440) in the Maintenance Division. Net result of the review of the organizational structure is: (1) One additional Assistant Chief (2) Three reclas sifications (3) Upgrading of responsibilities and salary of Fire Equiprnent Officer (range 260 to rarlge 262), upgrading of'Fire Marshall (range z6L to range 262l. t vrl ,1bq wir,,,\ RESOLUTION WHEREAS, the Fire Chief has requested a re-evaluation of certain positions within his departrnent with respect to equation of grade of the special division, establishrnent of a second assistant chief, and the reclassification of the Stores Clerk and Clerk Stenographer, and WHEREAS, the Adrninistrative Staff has reviewed the requests along with the Personnel Director and the Finance Director and concur in these recornrnendations, and WHEREAS, the City Council has the sole authority and responsibility to approve such actions concerning the expenditure of funds not approved in the presently adopted budget, and \ryHEREAS, the funds for this action are available withrl ,n" present lirnitations of the adopted budget, and WHEREAS, this action is deerned to be in the best interest of the City in that it would provide better and rnore effective service to the pubtic; NOW, THEREFORE, BE IT RESOLVED that the personnel actions and appropriation requested in the attached cornrnunication are approved and the City Manager is directed to process the budgetary appropriations in accordance with State Laws concerning Excise Board consideration. These are occasioned by the retirernents of both the Police and Fire Chiefs and other cornrnand officers. Since the above announcernents there have been a nurnber of rumors, speculation and, as can be expected, sorne unrest in the departrnents as to the anticipated changes in cornrnand. In order to avoid further unnecessary deterioration of the departrnental rnorale and to orderly progranr the transition, this office has conducted screening and reviews necessary to the appointrnent process. Based on processes cornpleted, the following appointrnents are herewith announced, to be effective on the respective retirernent dates in question: Police Chief E. \tr. Lawson Fire Chief Byron D. Hollander Assistant Fire Chief - W'illiarn G. Liebegott (Fire fighting - extinguishing Division) Assistant Fire Chief - Carthel. C. J. Mil.ler (Adrninistration and Special Divisions). It should be noted that reorgarrization in the Fire Departrnent will establish for the new budget year, effective July 1, a corrrmand structure as follows: Mayor and Mernbers of the City Council May 6, L969 Page Z Fire Chief Assistant Fire Chief Assistant Fire Chief Fire Fighting and Adrninis ration, Training, Extinguishing Division Fire Prevention and Special Divisions Other required prornotions resulting frorn the above noted departrnental prornotions in both departrnents will be processed in the norrnat ITIanner. Oklahorna City can be extrernely proud of the rnen herein noted and in the fact that these rrren, as others, have all been trained and developed within the existing frarnework of the cityrs goverrunental structure.
