The overall purpose of this agreernent was to allow cities to pre-plan their needs with respect to federal participation in city prograrr]s and receive cornrnitrnents frorn HUD for participation. Conversely, the city would cornrnit to certain rnatters of national interest by way of the negotiated, once-a-year agreernent. Since the tirne that Oklahorna City erabarked on the annual arrangernents prograrrr, the President proposed the rerorganlzation of HUD programs and requested that Congress act on a corrlrnunity developrnent revenue sharing bilI, known as the Better Cornrnunities Act. If and when such a rneasure is passed, it will radically change the ttaditional rnethods by which HUD and cities have done business. At the present tirne, however, HUD continues, although they have not been funded in Fiscal Year 1973-74, any o{ the grant prograrns that Oklahorna City has participated in in the past. $hould Congress choose to fund any of the conventional HUD prograrns this year and put off acting on a trspecialrt cornrnunity developrnent revenue sharing law until next year, it is very Iikely that only those cities who have pigned an annual arrangernent agreerrent with HUD will be able to clpture any grant funds. At the sarne tirne, however, the agreernent that HUD signs with cities cannot cornrnit any HUD resources as HUD has no resources to cornrnit at present. With the thought of protecting Oklahoraa City frorn as rrlany contingencies as possible, we felt it was desirable to go ahead and negotiate an agreernent, in so far as possible, so that if HUD should be appropriated funds this fiscal year oklahorna City would have a signed agreernent and thereupon be eligible for our share of the funds. Council Merno No. 169l-73 October 4, 1973 Page Z Attached is the agreernent which the City staff has negotiated with HUD. We feel that this agreernent does not cornrnit the City to anything u.nreasonable and that our cornrnitrnents are in cornpliance with existing federal and state law and regulation. It is our recornrnendation that the City Council adopt this agreerrlent for 1973-74 and authorize the Mayor to sign the agreernent on behalf of the City.
