This matter has been under review for some time by the Police Department and the administrative staff to determine the scope of this function and the qual ifications desirable for such a position. The office of the Police Chief must have a constant input of previously evaluated and researched information to make effecLive and accurate administrat!ve ciecisions. lnput information from the I ine and support divisions being funneled to the Assistant to Police Chief would serve to eliminate many hours of detail work for the Police Chief. This position would have the responsibi I ity of coordinating with al I divisions the tasks of information gathering, compil ing data and presenting same in a well organized'manner iogether with alternate programs for consideration by the Police Chief and staff. The need for adequate review and evaluation for funding of Police projects continues to be a problem. Support is needed to provide the necessary research to insure the fullest use and advantages for the fullest utilization of funds in approved projects. The diversified operations of the Pol ice Department anci the emerging changing patterns of law enforcement create the need for additional review and processing. As the Police Department continues to grow we become increasingly aware that changes in organizational structure, shifts in technology and changes in emphasis in areas of operations become more apparent and present the challenge of advance planning and preparation for meeting these on going problems and opportunities. t Page 2 Council Menrc No. 615-72 April 24,1972 This position would require a minimum of five years of command experience (supervisory), a famil iarity with all phases of departmental activity together with a fami I iarity with city, county, state and federal procedures in conjunction with operations of the Oklahoma City Pol ice Department. This position would be appointive by the Pol ice Chief and not subject to the normal promotion policy and procedures. The salary range of this position would be recommended to be range 264 ($880 - $1,092.50). Cost for the balance of this fiscal year would be $2,559.00 (two months). Funds are available in the Pol ice Budget. It is recommended that the City Council consider the approval of the, additional position of assistant to Pol ice Chief , class code 5819 tzg- salary range 264; and to make same effective May l,1972. Ross C i ty Manager attachment a ASSISTANT TO POLICE CHIEF 819 NATURE OT'WORK This is administrative law enforcernent work including liaison and staff relating to a wide range of adrninistrative activities. Work involves responsibility for relieving the Police Chief of various routine administrative details of departtnent wide operations, including the budgetary process; planning and research; inforrnation systerns and related adrninistrative activities. Work requires the exercise of rnature judgement in perforrning a variety of tasks designed to relieve the Chief of Police of details by the review of rnaterials, assembly of factual inforrnation, and the transrnittal and interpretation of rnanagement actions. Assignments are received in the forrn of general outlines or desired results, and the employee is norrnally expected to develo! rnethods and routines. Reports directly to the Police Chief. Assignrnents rnay be checked in detail upon cornpletion by the Police Chief. ILLUSTRATIVE EXAMPLES OF WORK Represents the Police Chief 's Office on special assignrnents and projects. Follorvs up departrnental assignrnents to deterrnine progress or the extent of cornpletion. Conducts assigned research, procedural, and adrninistrative stuides, and prepares reports ernbodying proped or recornrnended solutions or courses of action. Prepares reports and cornrnunications for the Chief's Office and the departrnent. Perforrns adrninistrative studies involving the exercise of sorne independent judgernent in rnaking recorrrrnendations on general departrnent problerns. Serves in liaison capacity between Oklahorna City Police Departrnent, and other agencies as well as between the Chiefts office and departrnental divisions and units. Recornmends on Police rnanpower application and needs; on departrnental organization, and Police legal rnatters. Perforrns related work as assigned. ASSISTANT TO POLICE CHIEF (continued) DESIRABLE KNO\MLEDGE ABILITIES AND SKILLS Thorough knowledge of the principles, practices, and techniques of Police work. Thorough knowledge of controlling laws and ordinances, and of departrnental or ganization and regulations. Considerable knowledge of the principles and practices of rnodern Police adrninistration. Considerable knowledge of research rnethods and techniques, and rnethods of report presentation. Sorne knowledge of rnodern office practices, procedures, and equiprnent. Ability to assernble, otganize, and present in written or oral forrn, statistical, financial, or factual inJorrnation derived frorn a variety of sources. Ability to establish and rnaintain effective working relationships wi-th other Police personnel, rnunicipal departrnents and officials, other agencies, and the public. DESIRABLE EDUCATION AND EXPERIENCE Graduation frorn standard high school or vocational school, supplernented by cornpletion of approved course work or special training in Police rnethods adrninistration. At least five (5) years experience with therOklahorna City Police Departrnent including supervisory experience.
