The classification of Assistant Sanitation Superintendent is on the sarne level as the Assistant Pub1ic W-orks Superintendents and should be equalized with other division level responsibility equal to it within the Public 'W-orks Departrnent. Net budget effect of the added classification will be $4I4.00 for the budget year 70-71. Funds are available within the contingency account 9 -2 -86. It is, therefore, the Adrninistrationrs recolrrlrrendation that the classification, Assistant Sanitation Superintendent, Class Code 479, Salary Range Z24be forrnally added to the classification-cornpensation^ _ plan effective July I, L970. Oldland City er Attachrnents RESOLUTION WHEREAS, the City Council adopted in the FY70-71 budget, the classification of Assistant Sanitation Superintendent, Class Cod.e 479, Salary Range ZZ4, and WHEREAS, the classification of Assistant Sanitation Superintendent is on the sarne leve1 as the Assistant Public Works Superintendents and should be equalized with other division level responsibility, and WHEREAS, the Adrninistrative Staff has reviewed this classification along vrith the Personnel Director and the Finance Director and concur in establishing the classification, and VIHEREAS, the City Council has the sole authority and responsibility to approve such actions concerning the expenditure of funds not approved in the presently adopted budget, and WHEREAS, the funds for this action are available within the present lirnitations of theFYT0-71 budget, and WHEREAS, this action is deerned to be in the best interest of the City in that it would provide better and rnore effective services to the public; NOW, THEREI'ORE, BE IT RESOLVED, that the personnel actions and appropriation requested in the attached cornrnunication is approved and the City Manager is directed to process the budgetary appropriations in accordance with State Laws concerning Excise Board consideration. ASSISTANT MUNICIP COUNSELOR 4-* i6+'o 479 ASSISTANT SANITATION SUPERINTENDENT NATURE OF WORK This is adrninistrative work assisting in directing rnunicipal solid refuse collection and disposal actiwities. Participates and assists the Sanitation Superintendent in planning, organizing, and directing the cityts prograrrr of solid refuse collection and disposal. Assists in directing route collection activities through subordinate Field Supervisors and Forernen. Assists the Superintendent in rnethods studies leading to irnproved techniques and equiprnent utilization. Work usually perforrned with considerable independence and an ernployee of this class is expected to exercise initiative in carrying out his duties. Under general supervision of the Sanitation Superintendent. Work is reviewed through observation, analysis of reports, and conferences. ILLUSTRATIVE EXAMPLES OT'WORK Assists in the adrninistration direction of all supervisory and office personnel and all division activities. Participates with the Superintendent in directing route collection and landfill operations through subordinate Field Supervisors and Forernen. Confers with and assists subordinate supervisors with route supervision problerns. Assists Superintendnet with overall review and analysis of cornplaints and in revi.sing collection procedures when appropriate. Assist Superinterrdent in exterrsive cornplaint related public contacts, often under difficult circurnstances requiring considerable tact and diplornacy. Assists in studies and analyses of operating procedures, rnethods, and equiprnent utilization. Develops and recornrnends irnproved procedures and equiprnent utllization when indic ated. Assists in analyzing and evaluating the efficiency and existing and alternate collection route and schedules. Assists in developing and preparing specifications for new equiprnent. Assists in preparing and adrninistering division budget. Assists in the inspection and field observation of collection and disposal activitie s.
