Rr^,,s ff RESOLUTION RESOLUTION APPROVING APPLICATION FOR PRELIMTNARY LOAI{ FOR LOW-RENT PUBLIC HOUSING I^IHEREAS, it is the policy of this locality to eliminate sub-standard and other inadequate housing, to preVent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living environmenE for alL of its citizens; and WI-IEREAS, under the provisidns of the United States Housing Act of L937, as amended, the Public Housing Administration is authorized to provide finaricial assistance to local public housing agencies for undertaking and carrying out preliminary planning of low-rent housing projects that will assist in meetlng this goal; and WIIEREAS, the Act provides that there shaIl be 1ocal deEermination of need for low-rent housing to meet needs not being adequately met by private enterprise and that the PubLlc Housirfg Administration shal1 not make any con- tract with a public houslng agency fgr preliminary loans for surveys and plan- ning in respect to any low-rent houslng projects unless the governing body of the locality involved has by resolutfon approved the appLication of the public housing agency for such preliminary loan; and WIIER-EAS, a pubLic hearing has jointly been held on April 4, 1967 by the Local Authority and the Governing Body to consider the need to develop low- renE housing; and WIIEREAS, the Oklahoma City Housing Authority (herein called the I'Local Authorityr') is a public housing agency and is applying to Ehe Public Housing Administration for a prelimitrary loan to cover the costs of surveys and planning in connection with the development of low-renE housing; NOII, TI{EREFORE, BE IT RESOI.'/'ED by the Council of The City of Okla- homa City, as follows: 1. There exists in The City of Oklahoma City a need for such low- rent housing at rents within the means of Iow-income families; 2. It is in the public interest to undertake che additional develop- ment of not to exceed 11000 low-rent housing units in a project or projects; 3. The Application of the Local Authority to Ehe Public Housing Administration for a Preliminary Loat in an amount not to exceed $150r000 for surveys and planning in connectidn with low-rent housing projects of not to exceed approximately 1r000 dweI1l1g units is hereby approved.
