d,rfr,-. c'fJ. 7/t "lco& fu.a F%s RESOLUTION A RESOLUTION DIRECTING THE FNDERAL-CITY COORDINATOR OT THE CITY OF OKLA}IOMA CITY TO PREPARE AN APPLICA- TION TO TIIE I{OUSING AT']O iiOi'TE TINANCE AGENCY F'OR AN OPEN-SPACE LAND GRANT T'OR TIIB PURCHASE OF TI'{ENTY- ?|+ffFg Q3) ACRES, IIORE OR LESS, OF LAND FOR PARK PURPOSES LOCATBD IN E/2 OF SECTIOII 28, TIln, R3I'{, r.[1., rN THE SOUTHERN OAKS ADDTTTON TO TrrE CrrY Or OKLAHOI{A CITY, OKLATIOIIA COUI'trTY, OKLAIIOI"IA; AND DIR- ECTING THAT SAI\IE BE SUBMITTED TO TIIE ASSOCIA1ION OT CENTR.P.L OKLAHOI{A GOVERNI{ENTS T'OR ITS APPROVAL. q*, WHBREAS, Bond Fund No. 11, Project No. 2, provides funds for the purchase of a paTk site described as follows: Twenty-dhree (?€) acres, more or less in the B/2 of section 28,1'11N, R3w, I.M., in the Southern Oaks Addition to The City of Oklahoma City, Okla- homa County, Oklahoma; and WHEREAST oD February 15, Lg67, The Board of Park Commissioners approved the purchase of said land; and IfHEREAS, on I{ay 1I, L967, the Planning Commission of The City of Oklahoma City app::oved the purchase of said land for a park site; and I{HEREAS, Title \zII of the }Iousing Act of 1961r €rs am.encled, pro- vides for the making of grants b1r the Housing and Home Finance Admin- istrator to States and local public bodies to assist them in the ac- quisition and development of permanent interest in land for open- space uses where strch assistance is needed for carrying out a unified or officially coordinated prograrn for the provision and developnent of open-space land as a part of the comprehensively planned development of the urban area; and WHEREAS, The City of Oklahoma City, Oklahoma (herein sornetimes referred to as "Applicant"), desires to acquire Fee Simple Interests to the above described 1and, which land is to be held and used for permanent open-space land for park and recreation sites; and WTIEREAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Housing and Eome Finance Agency effectuating that Title, provide that no person shall be discriminated against because of race, color, or national origin in the use of the land acquired and/or developed; and WHEREAS, it is recognized that the contract for Federal Grant will impose certain obligations and responsibilities upon the App1i- cant and will require, among other things, (I) assurance that families and individuals displaced as a result of the open-space land pro- ject will be relocated into decent, safe, and sanitary housing; (21 compliance with Federal labor standards; and (3) compliance with Federal requirements relating to equal employment opportunity. NOW, THEREFORE, BE IT RESOLVED by the City Council of The City of Oklahoma City: 1. That an application be made to the Housing and Home Fi- nance Agency for a grant in the amount authorized by Title VII of the Housing Act of 1961r ds amended; and that the Applicant will pay the balance of the cost from other funds available to it. 2. That the Federal-City Coordinator of The City of Oklahoma City is hereby authorized and directed to execute such application with the Housing and Home Finance Agency, to provide additional information and to furnish such documents as may be required by said Agency, to execute such contracts as are required by said Agency, and to act as the authorized correspondent of the Applicant. 3. That the Federal-City Program Co-ordinator is hereby authorized and directed to submit said application to the Associa- tion of Central Oklahoma Governments for its approval. 4. That the proposed acquisition is in accordance with plans for the allocation of land for open-space uses, and that, should said grant be made, the Applicant will acquire and retain said land for the use designated in said application and approved by the Hous- ing and Home Finance Agency. 5. That the United States of America and the Housing and Home Finance Administrator be, and they hereby are, assured of fuII compliance by the Applicant, with regulations of the Housing and Home Finance Agency effectuating Title VI of the Civil Rights Act of L964.
