Transmitted herewith is a letter from the Department of Housing and Urban Development regarding the city's application for urgent needs funds for the downtown housing proiect. Copies of the letter have been refemed to the Urban Renewal Authority and the staff for review and analysis. Additional in- formation regarding the letter will be forwarded to the City Council at an early date. As you know, the Department, has had a series of discussions with representatives from Lhe City of Oklahoma City in con- nect.ion wiLh the requested Urgent Needs funds. We are now prepared Lo proeeed with the following arrangemenL, vrhich will assist the city in assuring the successful conpletion of Lhis project. The Department of Housing and Urban Develop- ment will reserve $4r3651600 for up to six months provided the city government supplies the Department wiLh an assurance stating that the city recognizes that these funds are being made available for this urban renewal area only in order to assisL in the completion of the urban renewal project and that no further Urgent Needs requests over and above the community development, block grant ent.it,lement shall be subrnitted by the city in connection with the downtown urban renewal pro- ject. In addition, the assurance should state thaL if addi- tional funds prove necessary Lo complete this project, Lhe city will provide Lhose funds through iEs regular budgetary and funding process or through use of its community development block grant enLiLle*rent grant,s.
