The establishrnent of a rnulti-purpose departrnent cornprising seven major areas of activity, sorne 1, I00 personnel and involving authorized expenditures in excess of six rnillion dollars of public funds during the fiscal year 1966-57 has been progressive steps to improve public service to the taxpayers and citizens of our cornrnunity. The purely adrninis- trative responsibilities of the Directorrs office plus the responsibilities associated with coordinating the nurnerous activities of the divisions cornprising the Departrnent as well as the coordination and direction of other public works activities throughtout the cornrnunity which involve the City governlnent are tirne consurning. The day to day operation of the Public W'orks Department is concerned with the coordination and direction of the activities of the Divisions of Engineering, Street Maintenance, Skilled Labor, Public Buildings, Building Inspection, Refuse Collection and Equipment Maintenance. In addition, the long range problerns which rnust be dealt with by this office involve the review, analysis and determination that must be made concerning such rnatters as: the comprehensive engineering studies being conducted for water, sanitary sewer and storrn sewer facilities; the general forrnulation and preparation of the Capital Irnprovernents Program; the Regional Transportation Study; urban renewal facilities, etc. An effort was made in the preparation of the Prograrn of Service for the fiscal year 1966-67 to anticipate necessary adrninistrative assistance for the Directorrs office to adequately handle these duties and responsi- bilities by providing for an "Adrninistrative Assistant" to the Director. With the numerous activities and the scope of the responsibility associated with the officg it has becorne apparent that the necessary assistance rnust be at a level higher than anticipated in the preparation of the Prograrn of Service for the current year. It is proposed that the position of L Honorable Mayor and Mernbers of the City Council Novernber 18, 1966 Page 2 rrAdrninistrative Assistantrr be reclassified to that of "Assistant to the Director of Pub1ic Worksrr which is an increase frorn a grade 26 to a grade 31. Although it is not anticipated that this position would be fil1ed as of the proposed effective date of Decernber 1, 1966, sufficient additional funds would be allocated for the proposed reclassification for the rernainder of this fiscal year in the amount of $4, 155. The total additional yearly expenditure as a result of this reclassification would be $8,3:0. This rnatter has been reviewed by the Director of Finance and the necessary funds to irnplernent the recommendation are available for appropriation to the Director of Public Works personnel services accoult. RECOMMENDATIONS It is recommended that the proposed reclassification of the 'rAdrninistrative Assistantrsil position to an "Assistant to the Directorrrposition as contained on the attached request be approved.
