Purpose: Adoption of a reqolution approving the proposed public housing project for the elderly Location: In the Northwest center Addition approximately between N.l^I. 57th and Portland. Background: Project Okla. 2-30 was approved unanimously on January 26,1977 by the Board of Commissioners of the Oklahoma City Housing Authority and reviewed as to its appropriateness for the location of l0l units of elderly housing by the Planning Conrmission on January 27,1977. The subject property consists of 3.59 acres of a largely undevelofed addition. The subject property is zoned "H" Business District which permits the proposed use. The property to the north is zoned Business south rrD, "H" District. To the is Multiple Dwelling District, and to the east is "H" Business District. The surrounding zoning is generally compatible with the intended use. Reviewed by: The Department of Conrnunity Deve'lopment, Water and Traffic Control has reviewed this proposal and has no objection to it. Recommendation: The attached joint staff report presents project information-End evaluates the suitabi'lity of its location as a site for public housing for the elderly. It is the recommendation of this office that in the resolution approving Project Okla. 2-30 be adopted, provided that the governing body finds the site consistent with the Housing Assistance Plan and subjdct to compliance with the recommendations in the staff report' Respectfury submitted, James J. A regional ccnter is located at i'1. I{. 23rd and Vil1a (a distance of 3.2 miles) and is also accessible by bus. 3. Proxinity of llealth S erv]-ces &nergency health services are provided through Baptist IIospital locateci at Northriest Express\.'ay and Grand Boulevard (.3 mile) anci Deaconess llospital located at 550I N. Portland (.2 nile) both within the recorurended 4 mi-1es. Pri-mary heal-th care centers are also locateci within l/2 mile of the proposed developnent. The proposed extensj"on of the l{est Bypass will not effect the pedestrian or vehicular access to tire nearby health service centers. To the east, 56th Street provides an ongrade crossing of the l{est Bypass to BapLlst Hospital. The Bypass has no eff ect on access to health centers on the v.'esE. Present planning indicates the development of a doctors I clinic directly adjacent to the project site. 4. Availabilitv of Cornunitv Facilities there is not a neighborhood park located within tire recom- nlencled 3/B mire of the project area. The Rotary Community Center is located at 3900 N. W. 56th Terrace, a ciistance of approxinatell' 1 ni1e, hor,rever, there is not direct access to this facilirl'. I{i11 Rogers Park located at 3000 N. PorL- land offers excellent outdoor facili-ties buE is approximately * l-.5 miles arr'ay. A Community Center of approximately 5000 sq. ft. is proposed to be incorporated as a part of this project. This center and improvements nade on the site r.rill provide additional social an:. recreation facilities. Ihe site is in the zone 2 hazard fire area but appears to meet the response tirne of 180 seconds from Fj-re Station 17 l-ocated at N. 1.J. 50th and l'Iay Avenue.
