This is to request approval of reclassification of 481 posib*>rrlg 6fr Background: As a part of negotiations last year it was' city would undertake a study of positions within the Atr'scME^gr""*dtffifnr-{" unit to determine correct classification, and make appropriate adjustments as needed and possible during the fiscal year. The classifications of Crew Worker and Crew Leader were included in the pay plan with no incumbents pending the outcome of the study. Due to the number of positions being recommended for reclassification it is appropriate to bring the detai-ls of this phase of the study to the City Council. The Task Analysis Team has recently completed the analysis of and class specification development for 481 positions in divisions of Public l^Iorks, and Water. It appears that it would be in the best interest of the otganization to immediately reclassify these positions. This reclassification would provide a critieal step in identifying individuals working in a crew situation who would be in charge of and answerable for the responsibility and productivity of that crew. The proposed changes of these positions to crew worker and crew leader will al1ow the organization to achieve an immediate productivity increase. Identi- fication of responsibilities and appropriate pay structure will lead to reductions in turnover, overtime costs and training costs. The Task Analysis study on all City positions is not complete at this time. However, as it continues other needs for reclassificati-on will surface. The majority of these will be acted on during the 1975-76 budget process. Total Cost Through June 1975: $33,425.00 (Were all positions filled this cosr would be approximately $35,000). JOB STNOIARY This job is located in the Streets, Pollution Contro1., and SanitaLion Divisions of the Public Works Department, and is under the direction of an immediate supervisor. An employee of this class acts as lead of a crew averaging two to four persons which performs various maintenance and repair jobs. The crew members work in close proximity to one another in order to complete a job which requires a cooperative effort. i'lorkers of the crew leader classification utilize skills and knowledges previously acquired on the job. The incumbent has fu1l responsibility for vehicles and equipment used on the job as well as work performed by the crew. The incumbent must know and enforce safety regulations and procedures regarding manpower and equipment usage. The crew leader has a thorough knowledge of all procedures and/or equipment used at the -i ob site. l{ork may include contact with the public in order.to answer 11 uesti.ons about the crewts work or to explain city and Departmental functions or policies. Upon receipt of writLen or oral instructions, the Crew Leader transports men and equipment to the job site. I^lork may be reviewed by one or more of the following: (1) supervi-sorts inspectionl (2) daily activity r:eports; (3) customer satisfaction. Crews under the direction of a cr:ew Leader are: refuse collection crew; panning crew; m;rnhole repair crew; clean-up crew; dump truck crew; pump truck cre\^7; and rod truck crew. II. DUTIES AND RESPONSIBILITIES A. Rod Crew - Pollutiori Control The functions of the rod crew include freeing sewer lines of obstructions and locating damaged lines. Examples of typical tasks are: Assembles and feeds sewer rods through pipe housing to unclog sewer 1ines. Locates and removes manhole covers to expose sewer line. Exchanges i.nformation with home owners concerning reported sewer problems. Drives rod truck to job location after receiving call over two-way radio. Worksclosely with crew members, making minor changes in job assignments when necessary. JOB REQUIREMENTS A. Ability to do the physical work of the position. B. Knor^rledge of and ability to follow safe driving practices and regulations. C. Ability to communicate orally. D. Eye-hand-foot coordination. E.
