For appmxirnately the last six rnonths, the Municipal Counsetrorrs office has experienced what seerns to be an abnormal turnover of personnel. At this tirne, twc,-ttrirds of the Mun:icipal Co'umselorrs staff have been with the City one yea.r or tess, and it is the understanding of this office, that offers are currently being considered by rnany of the rernaining membels of the Municipal C.- ,ns-.)r;"rrs staff, with the likelihood that additional losses will be experienced. This .Loss in experience to the City will undoubtedly work to the detrirnent of the City in the norrnal workload of the Municipal Counselorrs office, as well as in handling the litigation in which the City is a party. In r:eviewl"ng this situation, the work, working conditions, and City ernployee benefits do not seern to be of concern, but rather the consideration seems to be one of insufficient salaries. Salaries being offered and accepted are well i"n excess of the existing salary ranges for Assistant Municipal Counselors. It is recognized that turnover is bound to occur, particularly in a labor rnarket where there are severe shortages of cornpetent personnel. It should be noted that the .ranges that are being proposed would not rnake the Cityts salary range fully cornpetiti.ve, however, it is felt that these incr:eases will tend to dirninish the attrac:tiveness of offers being received. In reviewing the ernployment situation, it became apparent that the City gcrvernrrlent was also experiencing problerns in rernaining competitive in recruitrnent and in turnover for certain other positions. Sorrte adjustment in the norrnal five step range for these positions is justified due to the inability of the City governrnent to employ qualified individuals at the present ranges tc, dirninish current turnover problerns and to rernain cornpetitive. In acldition, it becarne apparent that certai,n other City adrninistrative personnel, department heads and superintendents, were also deserving of consideration insofar as increased salary ranges are concerned. It is antipipated that this 'rnatter w'ill be given further study with appropriate recomrnendations to be rnade to the City Council in the near futrrre. You wil"l ftnd attached for your review the proposed salary ranges for the appropr:iate position classification. It should be noted that the proposed treatrnent of this probl.em involves three considerations. 1. A consclidation of the present five Municipal Cor:nselor classifications into four classifications. The establishrnent of a three step salary range, a beginning or entry step, a six month step, and a merit step for the Assistant Municipal Counselors. 3. An increase in the salary ranges from one to three steps. The consolidation of the existing five Assistant Municipal Counselor ranges into four would continue to provide an opportunity for advancement, as well as rnaintaining a classification system based on experience and ability. The establishrnent of a three step salary range for Assistant Municipal Cor:nselors, as opposed to the normal five step range would perrnit an increased rnovernent through the beginning step and would in effect elirninate steps B and D in the normal five step salary range. It is anticipated that the proposed increases would necessitate an additional allocation of $17,535.00 for the rernainder of this fiscal year or a total annual cost of $29r293.00. It should be noted that in establishing the proposed new salary range for Assistant Mr:nicipal Corrnselors, a survey of cornparable salaries was conducted of private practice in the Oklahoma City area, as well as the salary experience of comparative public j urisdictions.
