Attached hereto is a Resolution authorizing all employees who are listed in the Classification-Compensation Plan who have served six months or more as of September 15, 1969, within their present employment classification, to receive a one step pay increase if available within their respective pay range to be effective September 16, 1969. This is in conformance with the action and instruction of the City Council on September 9, 1969, that the necessary Resolution be prepared to put the above into effect as per the Council Finance Committee report. It is recommended that the City Council adopt and app t above subject Resol ut i on. Dated this 9th day of Seprember, L969. /s/ Rowe Cook /s/ Nelson Keller /s/ George Sturm I Septernber 5, 1969 TO Mayor and City Council FROM: City Manager SUBJECT:Prelirninary Review of Fact Finding Cornrnittee Pay Plan Recornrnendations and Prelirninary Adrninistration Findings and Recornrnendations for Pay Plan Changes As the Adrninistration reviewed the provisions contained in the Fact Finding Cornrnittee's report concerning the City's current pay plan and the recornrnended changes thereto, one paragraph seerns rnost pertinent to any change conternplated. That paragraph is on page 3 of the Cornrnittee's report and reads as follows: "Inasrnuch as the sub-cornrnittee feels the pay plan and the present rate ranges are adequate and that the basic problern with the pay plan is that rnost ernployegs aIe in the first two steps of the pla!, tle fglowing recornrnendation is offered:" The Cornrnittee goes on to recornrnend basic changes of ernployee groupings with special consideration to be given to those ernployees in pay ranges below $500.00 per rnonth. The Cornrnittee further states that the net effect of their recornrnendations would be to shift the pay distribution frorn the lower end of the plan to the rniddle steps of the pIan. The Adrninistration's findings would indicate that should the City follow the Cornrnittee's recornrnendations, we would rnerely shift the block of ernployees frorn one section of the pay plan to another section; further, that there is no consideration given to the conflicts and/or inequities that would be created by special action concerning those ernployees in the I'under $500" category. Additional analysis of the Cornrnittee recornrnendations, based on the inference that the current pay plan is valid and equitable, indicates the following: a. That an ernployee ernployed on August Z9tn is recornrnended for a pay raise on Septernber lst even though the Cornrnittee states that rninirnurn or starting salary is adequate. b That the prograrnrned increase in January, 1970 cannot help but be affected by the Cornrnittee's recornrnendations should they be irnplernented even though the report states that this should not be the case. It would seerrl, in surnrnary, that the Cornrnittee's recornrnendations regarding pay plan or pay status changes were airned at raising all salaries irnrnediately ra ther than correcting the one basic problern pointed out in the Cornrnittee report; narnely, that rnost ernployees are grouped in the A or B steps of the existing plan The Adrninistration notes the Cornrnittee recornrnendation that irnplernentation and deterrnination of potential breaking points, using dollar arnounts for special treatrnent, should be left to the Adrninistration. In review, the break out of any particular dollar arnount or pay 1evel does not appear justified. A correction of the grouping of ernploy ees appears to be the sole basis for pay rate changes at the current tirne. These reviews have been conducted with the prernise I + -z- Septernber 5, 1969 of rnaintaining the integrity of the pay plan as approved by the Cornrnittee, not destroying job or classification relationships, and rnoving on an irnrnediate basis to correct the sole problern recogn.ized by the Cornrnittee; narnely, that of the undesirable grouping of rnost ernployees in the A or B steps of the pay plan. Assurning the current pay plan to be equitable and cornpetitive, the Adrninistration proposed the following recornrnendations for irnrnediate pay rate changes within said plan: a. A11 ernployees with less than one year of service in their present job classification as of Septernber 15, rernain in their current pay step and range. b. A11 ernployees with one year, but less than two years of service in their present classification as of Septernber 15, be increased one step, or 5To, in pay range. c. A11 ernployees with rnore than two years of service in their present job classification as of Septernber 15 be rnoved two steps, or 10To in pay range. It is irnportant to note the current distribution of ernployees in the various classifications and pay ranges that now exists and the cornparison of sarne that would exist should the preceding three recorrrlnendations be adopted. This distribution is shown on attachrnent rrArr by nurnber of ernployees and percentage of ernployees. The dollar cost for irnplernenting the preceding recornrnendations for the rernainder of the fiscal year is $736,725.00 and would require additional funding over and above that presently conternplated in the 1969-7O budget. To effectively irnplernent a prograrnrned pay increase for ernployees on January 1, I970, that would be equitable and still rnaintain the integrity of the pay plan itself, the Adrninistration proposes the following: a. On January 1, 1970 the pay plan be arnended wherein all ranges would be changed by adding a new rnaxirnurn step to each classification. Depending upon inflationary trends, labor rnarket and other factors at that tirne, it rnay be desirable to consider dropping the rninir,rurn step, thereby increasing the starting salaries. b. That all ernployees, regardless of anniversary date, be rnoved one step in the new range or granted a 5lo general increase. It is well to note that the dollars budgeted for those ernployees with the norrnal anniversary date of January l, 1970, as contained in tt'e L969 -70 budget docurnent totals $515, 317. 00. The proposed change for all ernployees of.5To on that date will cost $541,082 or $25,765 rnore than presently budgeted. Of further irnportance is the fact that corrected grouping of ernployees in the beginning, rniddle and rnaxirnurn levels of pay ranges would be rnaintained and a new anniversary date for all ernployees established as of January l, L970, * -3- Septernber 5, 1969 SUMMARY: The proposed total additional costs to irnplernent the Adrninistrationrs recornrnendations, over and above budgeted dollars, for the Fiscal Year 1969-70 is $762,590. 00. This corrrpares to the Cornrnitteers recornrnendatiors which totals $t,495,984.00. In order to irnplernent the Adrninistration's proposal, it is suggested that the Mayor and City Council consider the rninirnal increase in the SanitarySewer Service charge that would be required for funding. This criteria consists of individual screening of these applicants and, to date, in excess of 100 men have been re-ernployed. In order not to penalize the rnen so applying and rneeting the screening requirernents for re-hire, the Adrninistration has now established a prograrn and criteria for re-instaternent. This program will permit those persons re-ernployed to: (a) be reinstated in their prior job and pay category or as close thereto as possible should ,n" 5oO-O" filled; and, (b) maintain their longevity and other accrued benefits such as the retirernent prograrn with individual provisions for repaylnent of funds withd.rawn on terrnination. Each of the rnen already re-ernployed, as well as those who rnay be rehired, will be personally advised by representatives'of the Cityrs Personnel Departrnent regarding the re-instaternent prograrn so that all persons clearly understand the process and rnay ta f sarne should the y so desire.
