As stated in the letter of transrnittal, ?00 of the new units.are necessary for the fulfillrnent of the John F. Kennedy project reguirernents. Apparently the additional 300 units would be used to accomodate the need fgr public housing in other areas of the cornrnunity.' It is understood that the Urban Renewal Authority concurs in the need for the. additional new housing to satisfy the requirernents of the urban renewal program. It would appear that this proposal and request is a related consideration to that which is presently referred to the Flanning and Urban Renewal Cornrnittee of the City Council regarding elderly housing proposed for a site at 36th and North Prospect. 'The pertinent consideratiori in these rnatters is that the presently authorized and federally funded 200 units of new elderl y housing are prograrnrned through an adopted cooperation agreernent by the Public Housing Authority to be comrnitted in the John F. Kennedy urban renewal area. Shculd the Council approve the additional 1,000 units as reqqested in the attached resolution, there rnay be some effort to transfer the preserltly fundeC 200 elderly units frorn the John F. Kennedy area to the 35th and Prospect location. Even though the City Council approves the 1,000 new units of housing, this does not assure that the units would be approved and funded by the federal governrnent and until this assurance has been obtained, the utilization of the presently authorized 200 units for the eld.erly should not be used, for any other purpose than the John F. Kennedy proj ect. As indicated above, the consideration posed by this request is pertinent to the present consideration before the Council Cornrnittee. This resolution wa's adopted by Ehe Commissioners aft,er a thorough study of the needs of 1ow-iacome famiLies within the City of Oklahoma City. The Oklahoma City Urban Renewal Authority has need for an addi- tional 700 units of new construction, (200 for elderly), w ithin the John F. Kennedy Urban Renewal Project, to be constructed on scattered clearance sites. These units are necessary as a relocation resource and will provide necessary grant-in-aid credits towards the cityrs share of the cosE of Urban Renewal. A copy of the Cooperation Agree- ment beEween the Oklahoma City Ilousing Authority and the Oklahoma City Urban Renewal Authority is enclosed herewith for your review. The S-year reLocation needs of Urban Renewal for housing Low-income fami- lies is 3,565 units. A copy of the 5-year projection of housing needs of low-income families, prepared by the City Planning Department, is enclosed As of February 28, L967, the ltousing 4urthority hail active appli- cations on file as follows: Non-elderly fauril[.es - 775 Flderly - 208 Total - 983 These applications are in addition to displaced persons who will be referred by Urban Renewal. 1- t The housing units, authorized by Congress under Ehe 1965 Housing Act, are being exhausted. The Department of Housing and Urban Develop- ment has a policy that not more than 15% of the authorized uniEs may be all.ocated Eo any one state. The State of Okl-ahoma now has 76 hous- ing authorities that are planning low-rent programs and a major city in Ehe state is preparing an application for 3rO0O units. It, there- forer.becomes incumbent upon your housing authority to submiE appli- cations for Prograrn Reservations at the earliest possible date in order to reserve at least a small portion of the units we will need over the next five years. Program Reservations, issued by the DepartmenE of Ilousing and Urban Development, are valid for a period of five years. The authorization of the City Council for the housing authority to develop an additional IrOOO units would not give carte blanche to the Ar:thority. tr'Ie are re(uired to present proposed sites to the Plan- ning Conunission for approval, have our plans reviewed'by a11 city de- partments and the school district. We must also report to the City Council on our actitivies. If our city is to accomplish the task of housing needy famiLies, lre must plan now, for tomorrow. I{b will never be abLe to do the com- plete job, but we can at least house part of our low-income families who now reside in slums, renewal areas and outside renewal. Code en- forcement wilL also require relocation housing over the next five years. In order that you will know the status of our present programs, a current report is enclosed. El1iott, Executive Director TEE:umd Enc. 4 -2- STATUS REPORT OF THE OPERATIONS OF TI{E OKIAHOMA CIIY HOUS ING AUTHORIlY oKr"A 2- 1 This is a 354-unit housing development located near Exchange and Wood.ward Avenue. This project v/as acquired from Ehe Federal Government on April 1, Lg66, and is fully occupied with a long waiting"list. The Authority consEantly endeavors to lmprove the appearance and maintenance of the project, Cournunity services are belng provided to the tenants in order to assist them with their daily problems. OKLA 2.2 This is a 300-unit leased housing program whereby the Authority leases private dwellings from owners and subleaseJ to low-income families. The 300 .rrit" auEhorizcd are now fully occupied and the AuEhority has requested from the Fort Worth Regional office, an additional 200 unit allocation in order that we may further assist low-income families, primarily those being displaced by Urban Renewal. There are, at the present time, 981 applicatiool fo.'housing on file at the project office The leased housing program is geared to a five year operation whereby it is the intention of this Authority that as new construction is completed that the leased housing program will be phased out, Ehereby returning these units back to the privaEe market. OKLA 2-3 This is a 400-unit rehabilitation project. The Authority is in the process of purchasing substandard and below standard strucEures in the J.F.K. Urban Renewaf project and rehabilitating them to meet all building and code requirements. At the present Eime, the Authority has purchased 32 dwelling units with an additional 20 unlts under opEion Eo be purchased within the next 30 days. plans and specifi- cations for rehabilitation work are now in the process of being completed and it is estimated that we will advertise for competitive bids for rehabilitation work before the end of ldarch. Approximately 200 or more of these dwelling units will be purchased from willing sellers within the J.F.K. Urban Renewal arJa and the balance of'the units in the Cityrs Concentrated Code Enforcement areas. The main PurPose of purchasing these units within the J.F,K. area is Eo assisE Urban Re- newal in upgrading the standards where owners cannot or will not meet Ehe require- Eents set forEh in the Urban Renewal plan. It is our opinion that it will take approximately 24 months to purchase and rehab the 400 dwelling units in this pro- gram. OIGA 2-4 The Housing Authority has entered into a Cooperation AgreemenE with the Oklahoma CiEy Urban Renewal Authority which provides that the Urban Renewal Authority will sel1 a site for Ehis project to Ehe AirEhoriEy, located beeween llth and 12tir Streecs, East of Lottie in the J.F.K. Urban Renewal aFea. The AuEhoricy will endeavor, wich- the approval of Ehe Housing Assistance Office, Eo devetop this presenEly approved project on this siEe as a high-rise sEructurb. I ! I This project is of the utmost importance due to the number of elderly applicaEions on hand and as a relocation resource for Uryban Renewal. Until a definitl date or conveyance has been established for the Urban Renewal Authority, the estimated date of construction cannot be determined. OKLA 2-5 This is a 400-unit subdivision type development to be built on an 86 acre tract of land located at S.E. 15th and Grand Boullevard. The project is in the advanced planning stage consisting of one bedroom t\rough five bldroom dwelling units to be developed in duplex and townhouse type strulctures, togetl-rer with community facilities and recreational areas to be developed on the site. It is estimated, that. a con- struction contract will be 1et in June, L967, with construction to start immediately t'hereafEer- New dwelling uniEs should be available for occupancy by January, 196g. oKr-a 2-6 This is a 200-unit general occupancy projecE to be constructed in the John F. Ibnnedy Urban Renewal area on approximately 46 acres which will be a total site clearance area lying between N.E. 4th and N.E. 7th and l,Iest of Eastern to a line paral1e1 along the MK&T Railroad tracks. The architect has been given notice to develop a site plan for this area whereby the Housing Authority will be in a posi- tlon to advertise for bids as soon as the Urban Renewal Agency has acquired and cLeared the sites and makes the land available to the Housing- Authoriiy. In order that the land may be available for construcEion when the plans and spetifi.cations are completed, it will be necessary for the Urban Renewal Agency to have the land cleared and ready for sale Eo the Authority not later than OctoLer 1, Lg67, This proJect is urgently needed in order that it may be avallable for families being displaced in the J.F.K. area and further, it will provide needed grant-in-aid credits to the City in order to offset the Cityts one-third contribution. oK.A 2-7 This is a 300-unit general occupancy project to be constructed on a 56-acre tracr of land located near S.hI. 15th and Grand Boulevard. The land has been acquired by the Authority and the architect is in the preliminary planning srage. . Ir is esti- mated that the Authority will be in a position to adveitise for bids by Ju1y, Lg6l wlth dwelling uniEs being available in rhe spring of 1959. OKLA 2-8 Ttre Department of Housing and Urban Development has recently approved a program reservation for 300 units of elderly housing Eo be developed in the doorntowi area by the uEilization of existing buildings to [e rehabilirated. This projecr may be developed in one or more existing structuies and will be designed^ foi the pri- mary PurPose of housing etderly and displa"ed persons from the CBDI-A downtown Urban Renewal project.
