Elliott - Executive Director SUBJECT: Activity Report - OCITA OKLA 2-1 - I^IiIl Rogers Courts (354 Units) ![i11 Rogers Courts continues tQ have 100% occupancy with 194 units occupied by the elderly. l I I A very successful Day Care Pro qram has been developed with the help of the Vista Volunteers. OKLA 2-2 - Leasing Program (300 Units This Leasing Program is being used as an irmnediate relocation resource for the Medical Center Urban Renewal Project. The Authority has re- quested an additional 200-unit authorization from the Housing Assistance Office, in order to provide an irmnediate relocation resource for the John F. Kennedy Urban Renewal Project which is now in execution. We expect this authorization before the end of February, 1961. This program, which is a new concept in low-rent public housing, has made it possible for your Housing Authority to provide relocation re- sources until such time as new developments are completed. The program should substantially reduce the vacancy loss in standard private rentals which has been in excess of 13% in the city. OKLA 2-3 - Acquisition Re habilitation Prosram (400 Units) The Authority has purchased 29 units, has approved appraisals on 23 units and is in the process of appraising 54 units, all within the John F. Kennedy Urban Renewal Project. These are units that had been scheduled for rehabilitation by the Urban Renewal Authority and were referred to the Housing Authorlty because the owners did not wish to rehabilitate the units themselves. Without this program, Urban Renewal would be forced to purchase these units which would increase the cost of renewal and in turn, the Cityrs share. -1- TO: Honorable Mayor, City Council and Board of Commissioners, @H February 6, 1967 The Authority will ask for bids on the rehabilitation of the first 29 units during the month of February. OKLA 2-4 - Elderly (200 Units) The Board of Conunissioners have authorized the staff to proceed with the investigation of a site for this project at 36th and N. Prospect. This site is not zoned for this type of development and the Authority has informed the or^7ners that the site cannot be considered unless the owners are successful in rezoning. If this site is not properly zoned, the Authority will then investigate the possibility of building a high- rise development for the elderly in the John F. Kennedy Project on Lottie between llth and 12th. The possibility of using this site has been discussed with the Mayorrp Advisory Committee and they approve. The Urban Renewal Authority prbposed this site to the Housing Authority. OKLA 2-5 - General Occ uDancv (400 Units) This project, which is to be developed on property located North of Trosper Park between Genesee and Grand Boulevard, is in the design stage and we are hopeful that we will be in a position to ask for con- struction bids by the lst of May, L967. OKLA 2-6 - General Occupancy (200 Units) This project, which will be located in the clearance area of the John F. Kennedy Urban Renewal Project between 4th and 6th Streets, has been held in abeyance until such time as Urban Renewal Authority and the Mayorrs Advisory Cormnittee agreed upon the exact location. This has now been determined and the Urban Renewal Authority is in the process of drawing up a Cooperation Agreement, designating the site. We have received authorization from Housing Assistance Office to proceed with the planning and design of this project as soon as the exact location has been determined. OKLA 2-7 - General Occ uDancv (300 Units) The contract r^7ith Housing Asslstance Office for this project has now been approved and the Authority has issued a I'Notice to Proceed" to the architect. This project will be developed on a site located at -2- TO: Honorable Mayor, City Counvil and Board of Cormnissioners, ffiM February 6, 1967 S. !1. 15th and Grand Boulevard. The Land Use Plan has been reviewed by all City Departments and their recouunendations will be incorporated in the plan. OKLA 2-8 - Elderly-Rehabilitation (300 Units) The Authority has received a Program Reservation for this development and is in the process of investigating the possible use of vacant build- ings in the downtor^in area which have been proposed by owners. Before a development program for a specific building is prepared, the Authority will obtain the approval of the City Planning Department. These units are to be a relocation resource for the CBD-1A Urban Renewal Project and the Authority will endeavor to have units completed by the time Urban Renewal goes into execution. & & &.& & & + + & & & l The Housing Authority has been working closely with the Urban Renewal Authority and the Mayorrs Advisory Corrnittee in an attempt to designate the scattered clearance sites irn the John F. Kennedy Urban Renewal Pro- ject which are to be developed for low-rent housing. The development of these sites by the Housing Authority will provide needed grant-in- aid credits for the Cityrs share of the cost of renewal. The sites are now designated on the revised Land Use Plan. The development of these scattered sites will require an additional authorization from the City Council.
