This position has been under review by the Personnel Departrnent and as a result of that review, it is deterrnined that because of specialized knowledge, leve1 of responsibility and the actual work perforrned that the pgsition is irnproperly classified. Prior classification called for responslbility for office procedure and supervision of other clerical personnel. This position does not supervise other clerical people but is directly responsible for taking and transcribing of the official council rninutes. Ernployee in this position does not participate in the regular office and clerical functions described in the Secretary classification. Therefore, it is the adrninistrationrs recofirrnendation that the new classification, council Minutes secretary, No. r44, pay xange z14, be approved and rernain under supervision of the City C1erk's office. tfully subrnitted, r C ity Manager COUNCIL MINUTES SECRETARY 144 NATURE OF WORK This is specialized and highly responsible stenographic and clerical w'r:rk which involves taking and transcribing dictation and providing ..ecretarial service and assistance to the City Clerk in City Council r:ratters and relatively cornplex general office duties. Work involves taking and transcribing shorthand notes of City Council rneetings and preparation of official rninutes. Requires special knowledge gained through experience and training. Assignrnents are received in general outline and ernployee is expected to proceed with rninirnurn supervision. Work is perforrned within established procedures, but carried out with considerable independence. ILLUSTRATIVE EXAMPLES OF W'ORK Takes and transcribes rninutes of City Council rneetings. Records resolutions and rnotions, prepares and distributes descrip- tions of discussion rneetings, prepares perrrranent rninutes. Prepares surruTr.ary of Council findings and required adrninis- trative directives. Receives and coordinates docurnents prior to Council rneetings with Council Agenda. Provides inforrnation to the general public, other departrnents, and organizations relative to actions taken by the City Council. Prepares verbatirn transcripts of discussion by the City Council relative to actions taken. Takes rninutes of other policy group rneetings in which the City Clerk has responsibility. Perforrns general secretarial duties.for the City C1erk. Cornpiles data for adrninistrative analysis, questionnaires, and public reports. Prepares docurnents for certification by City Clerk. May prepare election and bond transcripts, assists City Clerk in the preparation of rnaterials for subrnission to the City Council. Perforrns related work as assigned. DESIRABLE KNOWLEDGES ABILITIES AND SKILLS Thorough knowledge of Business English, spelling, and punctu- ation. Considerable knowledge of stenography. Ability to take cornplex and technicial dictation at a satisfactory rate of speed and to transcribe it accurately. DESIRABLE EDUCATION AND EXPERIENCE Graduation frorn a standard high school including or supple- rnented by courses in shorthand and typing.
